A40 Junction Safety Petition.
9th February 2011 Hi Barry, I am sorry not to have written for so long but the Petitions Committee are arguing with the Deputy First Minister about the lack of specifics in his correspondence regarding our petition and I thought not to bore everyone with the apparent lack of progress. I have, however, this afternoon struck lucky!! As per my last update, a review was apparently carried out of road safety in Llanspyddid. It has taken me until now to get my hands on a copy of the review which is now attached for perusal of all concerned. I am personally disappointed by the conclusions that we simply need more signs and I am surprised at the number of cars coming in and out of the junction at “peak” times. This looks more like a Sunday morning review to me! I am also personally disappointed that they did not even consider installing street lighting to improve visibility and have not considered the dangers of the junction in the dark. Unfortunately the Petitions Committee seem to think that their job is done safe for pressing the Deputy First Minister as to when the works will be carried out and I would therefore propose to write to them before they next consider the matter setting out the omissions in the report. 30th January 2011 Things are now moving forward, we are not getting a lower speed limit through village, but we are getting more slow signs and hatching on the main A40 road, click here to see map and details.
30th May 2010 After several apparent false starts at discussing our petition, it was due to be discussed by the WAG Petitions Committee on 25 May 2010 because the following letter had been received from the Minister for Economy & Transport: “I am responding to your letter of the 30 March regarding petition P-03-162: Improvement to the A40 near Llanspyddid, and progress of the safety review I mentioned in my previous letter. I can confirm that the review in now complete and my officials are finalizing the report. Once finalised, I will arrange to forward a copy to the petitions committee.” I will let you know as soon as a copy of the review is received but I would be interested to know whether any of the residents were consulted? 4th January 2010 Happy New Year to you. I just thought I would write to update you as I have received a letter from the Petitions Committee at WAG regarding our petition. You will recall that the Deputy First Minister, Ieuan Wyn Jones, had promised to review road safety in Llanspyddid once the new guidance for setting speed limits in Wales had been published. I have now heard from his office that the guidance has been approved and will be published “shortly” and the review will then follow. After receiving that letter I have had another letter from the Petitions Committee saying that they are chasing him again. Although progress is slow it does seem that we will see some developments this year. Kind Regards, Angharad
18th May 2009 I have had a letter from the Petitions Committee saying that our petition was considered on 05 May 2009. I have copied the transcript below: The next petition is P-03-162 on the improvements to the A40 near Llanspyddid. Michael German: We need to wait for the review. Val Lloyd: Yes—we need to wait for the safety review. We have had a further reply from the Deputy First Minister, and we need to wait for the review. As you can see, the Committee is going to wait for the Review of the Traffic Situation before adjudicating. It seems to me that the Trunk Road Agency will be quite pressed to leave us with the status quo. I will provide further updates as they become available. Kind Regards. Angharad Woodland.
3rd March 2009 I have today received a letter from the Petitions Committee of the Welsh Assembly saying that our petition was again reviewed by the Committee on 02 March 2009. Unfortunately the letter is dated 25 February 2009 and I therefore received it too late to be able to respond. It encloses a copy of the further letter now received from the Minister for Economy and Transport which reads as follows: “I can confirm that a review of safety through Llanspyddid has been included in the next round of funding and the work will be programmed to start early in the next financial year. Draft speed limit guidelines are currently being reviewed, I will arrange for the Committee to receive a copy once it has been completed.” On the positive side, it looks like we have been moved nearer to top of the agenda for a review and I will make enquiries as to who is conducting the review and ensure that they have a copy of the dossier that accompanied the petition. I expect that the easy way for the Petitions Committee to deal with this would be to adjourn the consideration of our Petition until after the review and I will let you know as soon as I hear anything further. February 2009 The petition has now been before the Petitions Committee of the Welsh Assembly twice. They have written to the Deputy First Minister to ask for his opinion and he replies telling them that our junction was “like many other rural junctions” and that the accidents that had happened were “due to slow moving vehicles using laybys” and therefore he would recommend doing nothing. However, he did say that the stretch of road in question would be subject to review by the Trunk Road Agency in their 2009/2010 budget. My response to the Deputy First Minister’s letter is attached and was considered by the Petitions Committee when they reviewed his letter. However, they have now written back to him asking how much of a priority we are being given in the Trunk Road Agency review. August 2008 Our petition has now been handed over to the Welsh Asembly.
May 2008 The Petition is now ready for presentation to the Petitions Committee of the Welsh Assembly Government and, as was discussed at the last public meeting, a visit to Cardiff for the presentation to Mike German is now on the cards.
